Young R. Chang (Smith) 

President 

Young R. Chang (Smith), is the current president of LOKA-US. Prior to joining LoKA, she was an IT professional. Since she retired in 2011, she has been giving back to the community by serving as an advocate for Korean Americans. She also serves as an advisory board member for the Howard County Consumer Protection Office, a transition committee member under county executive Dr. Calvin Ball, and the chairperson for the AAPI Community Engagement and Government Access workgroup. She has a a great passion for bridging the community to public services, especially in combating language barriers. In her position of leadership, she hopes to live out her aspirations to bring community engagement and government access to the Korean American community.
